I have a low end laptop that manages to run csgo on the lowest settings. I can live with that, but the screen is so soykafty. Very weak colors etc. Would an external gaming screen give good picture quality or will the low end graphics card still cause poor picture quality?

Depending on you laptop, you can buy a higher quality screen and replace by yourself. Look for an IPS screen if you can find. If you buy a good external monitor, it will give better colors and contrast, but resolution, frames per second and texture quality will be limited by your laptop graphic still.

if you could find some you might wanna get a 1024x1280 external monitor and run it at 75hz.
try lenovo, look for ones with at least 5ms screen response time. they have the best color TN screens that even defeat any of "100% srgb" IPS I own. keep in mind if you use VGA make sure you use a good cable so you don't get color fringes and shadowing caused by VGA shielding.
the point is their TN has very good color and viewing angles compared to other TN stuff I've seen. if the colors look bad make sure to calibrate them. you can easily do it here by adjusting rgb values until you get uniformly uncolored grey gradient http://www.lagom.nl/lcd-test/gradient.php - you probably won't get the contrast curves right though since adjusting the monitor's rgb values is not the same as a professional color calibration but it should make the colors look less weak since they're now balanced (let's say a reddish monitor has too many reds and thereby making blue and green weak, everything looks washed out).
there are also ones with slightly larger resolutions LCD screens (1680x1050) that go about 85-100hz but those are impossible to procure and there's no guarantee your card can push it to that framerate.

Yes it has very weak colors and is too blue also. Sounds like an external screen would fix that. But I just checked the specs of the graphics and while it does give an out signal of 60Hz through dp and hdmi 2, this laptop only has hdmi 1 and this lowers the signal to 24Hz. Good enough for watching movies, but is it playble?

maybe you should try calibrating the screen? you can look up instructions on how to set it up
