If you were making a country from scratch, and you had unlimited resources, what would the tech stack look like? What languages would people use, and for what purposes(education, media, scientific computing, etc.)? How would they do things like editing and sharing code, or hosting a website? Or would you bring it all over wholesale?

Language (human): English and Esperanto, I find it to be a good auxlang and gateway to learn other languages
Language (programming): C and Assembly, memory safety is for noobs
It would be required by law to make your code be both free-as-in-freedom and open-source, to encourage sharing of innovation. It would all be shared on one community run website, which is an imageboard, file hosting, git server and instant messaging service spinned into one. Everyone would receive a laptop with free 4G access upon reaching 13 years of age. The laptops would be running Gentoo, of course. Education would be free, as I consider it a human right to git gud. The essays of Richard Stallman would be required reading for all citizens. The internet would be radio-based, using an AX.25-based peer-to-peer communication protocol. This is so that the communication is ungovernable. There would be a legal ban on censorship and deplatforming, so that the internet is for everyone. I would keep going but I have to go home now, bye Lainon :)

Ummmm, you can't have both of these things. How do you prevent people from anonymously posting binaries?

I don't, you have to release the source code if you want it to be on the main website or on the Gentoo laptops. Sorry for the general incoherence, I wrote it as a sort of consciousness-spray at 22:00.

I would make the country speak English and Esperanto like >>65023 because that will open the most doors.
I think that services like source forges ought to be established for the public good.
Getting a domain should be as easy as possible.
As much governing as possible should be done locally and with direct voting.
I think direct voting isn't very viable on a scale much larger than the city scale, so as much should be decided at said scale and decisions that MUST be country-wide ought to be decided by a council/senate/parliament/soviet/whatever other names exist for this.
Stemming from the above paragraph, each city should have a local ISP that connects to the ISPs of neighboring cities.
TL;DR Lots of decentralization.
