I remember using Retroshare years ago. Aside from some nitpicky things like the UI looking extremely dated, I feel like it simply tries to do way too many things. It's neither a decentralized protocol nor a single application, but rather a bit of both, bundling together forums, chat, mail, etc. This I think is the reason why no one really uses it. You can't build anything on top of Retroshare like with IPFS or Dat (though I think both have their share of problems), but it also isn't focused on being one thing.
