This is doing my head in, I vaguely remember reading an article and Wikipedia page about a French or German inventor who had proposed an electromechanical version of the Internet in Edwardian times, which would allow a user to read books from an automated library across the country. His work was interrupted by WW1, then stopped altogether by WW2. Did I first see a reference to him here?

I remember some discussion on this. The person in question had theorized a sort of long-distance library that could be used as a kind of proto-wikipedia. Can't remember the details, though.

You were likely thinking of Paul Otlet.
