Is the model 3 performance wise enough to host XAMPP? I'm looking at hosting a simple database and text-webpage, no more.

Yes. I used raspberry pi 3 for web development course last year. I am not 100% whether there is version of XAMPP (bundle) for ARM, however. I installed everything (MariaDB, PHP, Apache and perl) manually on raspbian.

tinkerboard for me, it is a bit faster than the rpi3.
