I'm looking for a website hosting services thats not too expensive and that will allow me to host multiple websites. I live in a country that has heavily throttled upload speeds which makes hosting a website from my personal computer impossible. The more extras for price it comes with the better, and the more secure the service is the better.
What hosting services does /tech/ use?

Neocities.org

neocities is OK
Pros:
>free (for .neocities.org subdomain)
Cons:
>Somewhat smol limits on storage
>No CGI
What budget are you looking at?
I've got one of Vincent Canfield's cock boxes (VPS) for 10USD/mo, which is a bit pricey/overkill for "just" web hosting, but it's nice to be able to do arbitrary stuff in addition to the webhosting

I host my own stuff, but I've heard good things about DigitalOcean, and I've used their tutorials to work on my server.

also can't be used as a file dump.. if that matters to OP. you're pretty much limited to HTML/CSS/JS (no music/video/binary file types).

i did their free trial once. droplets are cool and their policies are fair, at least relative to other hosts their size. worth a look especially if you want a vps.

Op here, thanks everyone for the replies. My budget is about 16 dollars a month. I would host my own stuff but because the upload speeds are throttled here to a few kb/s I feel like that won't work.
I've got an e-book I've just written and some programs and collections of files i'd like to host but the total storage would come under a gig or so.
Ill check out all the sites you guys mentioned. As for neocities it might work okay for some of the guides I am going to put up.

$16 bucks a month nigga that's f0cking infinite re: webhosting
Shoot, you could rent a VPS (which is overkill but can be useful) for $10 a month and still have $192/year left over
As for hosts,
The only major thing with neocities, is they INSIST on hogging the root of your domain (if you're using a domain), which creeps me out a bit
And they automatically register your website for HTTPS and HSTS
which means that if you ever switch away from them, anyone who's once visited your website on Neocities will be unable to continue visiting your website until/unless you get SSL working

A VPS might be overkill but it might even be worth it to have in the long term for me because I got a soykaf load of different things I'd like to do that I need a VPS for.
I'm using a neocities website for now just to give people access to my book and some download links to different programs or guides I've written and its working out pretty well, only been on there a day and I already have a thousand hits and a couple downloads.

Since OP got what he wanted, I hope y'all don't mind the slight thread-hijack...
Are there any good web hosts that "specialize" in larger storage/file hosting? If you just need cheap hosting for a static site, there are plenty of options (neocities, github, etc). Pay a little bit more and you can have server-side utilities and better performance. A little more money and you can have a VPS. Price is still reasonable... but as soon as you decide to start increasing your storage the price skyrockets. Seems strange because if you don't need the web-hosting aspect you can find cheap/free network storage rather easily (google drive, microsoft onedrive, mega)... Am I just missing something?

Magnet Links / Torrent files
or Jewgle Drive Xd
Although for real, I don't get why it's so hard to find a server with even the option of renting cheap storage
It's like
If I'm renting a VPS
Could I also rent one of the spare physical SATA ports pls?
I will buy the hard drive myself
Existing bandwidth limits are fine
I just want to put DEEZ files on HOST internet
Although depending on what you're storing, enjoy geting B& and/or V& when they find you
No host wants to deal with DMCA or FBI

Yeah torrents are usually my goto for pirate uploads, but I want to archive the music I've written/recorded over the years without relying on soundcloud/bandcamp. I suppose I don't even need the webserver part if I could just find ftp hosting to link to from my neocities page. Even that has eluded me though. Don't want to have to just post links to files on google drive or mega but that's looking like the only practical option.

A good term to search for is "storage vps".
https://lowendbox.com/?s=storage
There's quite a few good deals there depending on what you're looking for.
