I saw this desktop image and I really like the almost pixel effect but I have no idea how to do it, any pointers?

maybe try dithering. I dont think its quite what was done here but not sure if you can do it without the multilayered starting image
Gimp with image->mode->indexed
cut total number of colours and enable positioned dithering
image magick and everyhing else has it too

Possibly a noise filter with darken blending.
I don't use GIMP that much, but if you want to get nicer results you should experiment a little. See the attached vid.

Looks pretty much like Gaussian noise, it's easy and any software have it like GIMP or Photoshop.
Gabriel Picolo use it on all of his drawings.
