How would i recreate this effect on a video? It was originally a gif but It wasn’t letting me upload anyways please help how would I do this effect, what site, app, or whatever I need to use (free pls)

looks like thresholded color, a bit hard to tell exactly how unless we can see the original. any half decent video editing software should have a color curves feature that lets you input a step function to cut off at wherever you want. you can probably then recolor with a hue shift.

- Threshold the image
- Gimpshop an image that is solid blocks of colour, the yellow and blue, etc.
- Overlay the image as a new video track, set it to a multiply blend mode.
For the three tone stuff I'd probably do two thresholds of the image, with a higher and lower cutoff respectively, and use the multiply-blending colour image on the second one.
