AFAIK most artisans are plastic and paint, although I could be wrong.

My guess is molds.
I used to make little sculptures with silicon molds and some kind of resin, I don't know how it would work for plastic though. Maybe similar, but plastic needs probably be molten instead of going through a chemical reaction.

Artisan caps?
They're usually hand sculpted out of some form of modelling clay to make the master, then a silicone mold produced and cast in epoxy. Painted from there. You can >>144 to make the master, but print smoothing is bit of a nightmare for small details. CNC would work for that too if you can afford it.
